Hegemony is one of the most widely diffused concepts in the contemporary social sciences and humanities internationally, interpreted in a variety of ways in different disciplinary and national contexts. However, its contemporary relevance and conceptual coherence has recently been challenged by various theories of ‘posthegemony’. This article offers a critical assessment of this theoretical initiative. In the first part of the article, I distinguish between three main versions of posthegemony – temporal, foundational and expansive – characterized by different understandings of (...) the temporal and logical implications of hegemony. I then offer a critical assessment of the shared presuppositions of these theories, including their ‘pre-Gramscianism’, their indebtedness to Laclau and Mouffe’s formulation of hegemony, and their characterization of hegemony in terms compatible with modern theories of sovereignty. I conclude by arguing that the contradictions and oversights of the debate on posthegemony encourage us to undertake a reassessment of the real historical complexity of hegemonic politics and its different traditions of conceptualization. Many observers have argued that the US health care system could be more efficient, and achieve better outcomes if providers focused more on improving the community's health, not just the welfare of individual patients. The passage of the Affordable Care Act in 2010 seemed to herald the promise of such reforms, and greater integration of the health care and public systems. In this article, we reassess the quest for integration, a quest we call the “integration project.” After examining the modest (...) steps taken so far toward integration, we consider some conceptual barriers to integration as well as some of the risks it might portend for the public health system. Our assessment contributes to wide-ranging debates among public health advocates, practitioners, and policymakers as to the health care system's role in protecting public health, and how the public health system can best be organized to meet expected population health challenges. Uses Buddhist philosophy to discuss diversity as a value, one that can contribute to equity in a globalizing world.

We compare the elementary theories of Shannon information and Kolmogorov complexity, the extent to which they have a common purpose, and wherethey are fundamentally different. We discuss and relate the basicnotions of both theories: Shannon entropy, Kolmogorov complexity, Shannon mutual informationand Kolmogorov (``algorithmic'') mutual information. We explainhow universal coding may be viewed as a middle ground betweenthe two theories. We consider Shannon's rate distortion theory, whichquantifies useful (in a certain sense) information.We use the communication of information as our guiding motif, (...) and we explain howit relates to sequential question-answer sessions. This chapter is offered as a contribution to the logic of down below. We attempt to demonstrate that the nature of human agency necessitates that there actually be such a logic. The ensuing sections develop the suggestion that cognition down below has a structure strikingly similar to the physical structure of quantum states. In its general form, this is not an idea that originates with the present authors. It is known that there exist mathematical models from the cognitive science of (...) cognition down below that have certain formal similarities to quantum mechanics. We want to take this idea seriously. We will propose that the subspaces of von Neumann-Birkhoff lattices are too crisp for modelling requisite cognitive aspects in relation to subsymbolic logic. Instead, we adopt an approach which relies on projections into nonorthogonal density states. The projection operator is motivated from cues which probe human memory. (shrink)

Over the last century, the world's urban population increased from 224 million to over 3.5 billion, and advances in manufacturing, transportation, and communication technologies brought virtually limitless lifestyle and identity options, as well as the greatest inequalities of wealth, risk, and opportunity in history. Yet, as momentous as these changes are, they are dwarfed by the fact that human activity is now affecting planetary processes like climate. Justice concerns about future generations are no longer academic curiosities; they are global ethical (...) imperatives. This talk by Dr. Peter D. Hershock builds on recent efforts to craft an ethics of global justice around the "social emotion" of compassion, making use of Buddhist conceptual resources to de-link justice from fictions of equality and conceive it, instead, as a dynamic function of relationally-achieved equity and diversity. The purpose of this paper is to show (1) that scepticism, in both its traditional forms and contemporary forms, poses no real threat to obtaining inferential empirical knowledge, even if such knowledge requires certainty and (2) that there are some significant lessons to be learned from the traditional sceptics about what constitutes a plausible argument for scepticism and how to obtain knowledge while avoiding dogmatism and (3) that contemporary scepticism is based on several serious mistakes about what is required to (...) obtain empirical knowledge because it both conflates knowing with being dogmatic and inflates the requirements for obtaining empirical knowledge. I will focus on _inferential_ empirical knowledge, rather than knowledge in general, in order to eliminate the necessity of defending one of the various responses to the problem of the regress of reasons. I will limit the discussion to inferential _empirical_ knowledge because it has been the primary target of contemporary arguments for scepticism. I aim to show that we are justified in rejecting the sceptic’s arguments but that we should not be certain that the sceptic is wrong. I hope that it will become obvious that such a seemingly incoherent set of beliefs is part of the correct description of our epistemic position. (shrink)

Und doch erweist sie sich als unverzichtbar. Friedrich Schlegel (1772-1829) setzt sich intensiv und kritisch mit der Rhetorik auseinander. Der erste Teil dieser Studie untersucht den romantischen Rhetorikbegriff. Erläutert wird Schlegels Kenntnis und Rezeption des Kanons: Rhetorik wird von Schlegel poetisiert, verliert an konkreter Absichtlichkeit. Aber diese Romantisierung bestätigt nicht die These, Rhetorik sei um 1800 untergegangen. Im zweiten (...) Public health is concerned with how to improve the population’s health. At times, though, actions to improve the community’s health may collide with individual civil rights. For example, a public health response to a bioterrorism attack, such as smallpox, may require relaxing an individual’s due process protections to prevent the smallpox from spreading. This tension lies at the heart of public health policy. It also must be considered in discussing the concept of human rights in health.Proponents of incorporating the concept (...) of human rights in health emphasize the importance of both individual rights and collective rights. They argue that observing human rights is not only consistent with broad public health goals, but necessary to their attainment. To many human rights advocates, the concept is not limited to protecting against governmental intrusion. Accordingly, they emphasize the government’s obligation to promote attainment of human rights by, for instance, providing adequate health care. (shrink)

This paper offers the perspective of a behavioural scientist advising and providing evidence for Ireland's government during the coronavirus pandemic. It describes how behavioural research informed the public response in the early months of the crisis, but lost influence as political conflict increased. It proposes some broader lessons for managing public health crises, one of which is to recognise the potential wisdom of crowds.

This paper considers the place of the capacity for sense perception in Plato's tripartite soul. It argues, against a common recent interpretation, that despite being a capacity of the soul's appetitive part, sense perception is not independent of the soul's rational capacities. On the contrary, the soul's ability to recognize the content that it receives through sense perception depends upon the objects and the activity of its rational capacities. Defending a position of this sort requires one to suppose that despite (...) its partition, the soul, for Plato, is, with respect to the activities of its various parts, substantially unitary. There are however passages in Plato that suggest that the capacities of the non-rational soul parts, in general, and sense perception, in particular, enjoy a certain degree of autonomy and independence from reason such that they, without the input of reason, can form beliefs about, and act on the basis of, their content. These passages have been read as belying this supposition. In this paper, however, I argue that these passages are perfectly consistent with the idea that the content of the non-rational capacities of the soul depends, for its intelligibility, on the soul's rational capacities. In this paper I offer a new interpretation of Marx’s essay On the Jewish Question which re-states its key ideas but removes unnecessary debates that are not relevant to current political and legal problems. Because OJQ is a demonstration of critique it does not offer positive proscriptions or suggestions for change. Its utility, I argue, lies in the way it can help us think about the limits of resolving deeply entrenched power-relations without a thoroughgoing engaging of how those powers are (...) created and enacted in civil society. With this in mind I read OJQ alongside the recent campaign to legislate for marriage equality in Australia and the movement to recognise environmental human rights. While both movements might ameliorate instances of discrimination and harm, I argue that they cannot resolve those powers that limit certain kinds of access or render people and things subordinate to other interests. The genomics revolution has altered the very nature of research in molecular biology, from how to find genes to how to find out what specific genes do. Given the availability of so many fully (or nearly) sequenced genomes, it is now relatively easy to track down dozens or even hundreds of genes relevant to a particular field of study. Unfortunately, up till now, the tools for determining what these genes actually do in embryos and cells have not kept pace, but (...) the burgeoning field of bioinformatics should help correct this shortcoming and introduce the power of genomics to the study of developmental biology. In this review, some of the bioinformatics resources relevant to developmental biologists are described along with some simple approaches for applying these tools to analyzing early development. The approach the majority of neuroscientists take to the question of how consciousness is generated, it is probably fair to say, is to ignore it. Although there are active research programs looking at correlates of consciousness, and explorations of informational properties of what might be relevant neural ensembles, the tacitly implied mechanism of consciousness in these approaches is that it somehow just happens. This reliance on a “magical emergence” of consciousness does not address the “objectively unreasonable” proposition that elements that (...) have no attributes or properties that can be said to relate to consciousness somehow aggregate to produce it. Neuroscience has furnished evidence that neurons are fundamental to consciousness; at the fine and gross scale, aspects of our conscious experience depend on specific patterns of neural activity – in some way, the connectivity of neurons computes the features of our experience. So how do we get from knowing that some specific configurations of cells produce consciousness to understanding why this would be the case? Behind the voltages and currents electrophysiologists measure is a staggeringly complex system of electromagnetic fields – these are the fundamental physics of neurons and glia in the brain. The brain is entirely made of electromagnetism phenomena from the level of the atoms up. The EM field literally manifests the computations, or signaling, or information processing/activities performed by connected cellular ensembles that generate a 1st-person perspective. An investigation into the EM field at the cellular scale provides the possibility of identifying the outward signs of a mechanism in fundamental terms, as opposed to merely describing the correlates of our mental abstractions of it. This talk by Dr. Peter D. Hershock makes use of Buddhist conceptual resources to assess how the emerging global attention economy and the confluence of big data, machine learning, and artificial intelligence are reshaping the human experience. Like the Copernican revolution, which de-centered humanity in the cosmos, the intelligence revolution is dissolving once-foundational certainties and opening new realms of opportunity. The results are almost sure to be mixed. Smart cities will be more efficient and more livable; smart health care (...) can potentially reach and benefit the half of humanity that now lacks even basic health services. Yet, smart services and the algorithmic tailoring of individual experience have the potential to first supplement and eventually supplant intelligent human practices, rendering human intelligence superfluous. Focusing in particular on the karmic dimensions of these transformations, the talk will consider who we need to be present as in order to resist the allure of digital sirens and direct the intelligence revolution toward a truly equitable and ethical re-centering of the human. The Employee Retirement Income Security Act is a federal law regulating the administration of private employer-sponsored benefits including health benefits . In general, since the federal government has exercised its authority to preempt state regulation of the administration of private employer-sponsored health plans, states are blocked from enforcing laws interfering with ERISA. As many states pursue health care reform experiments, ERISA preemption becomes relevant as a potential limit on the scope and type of reforms states are able to enact. The (...) dominant trend in ERISA litigation has been to preempt state legislation and litigation interfering with the administration of private employer-sponsored health plans, making large-scale state health care reform initiatives difficult. The purpose of this paper is to examine the trajectory of judicial interpretation of ERISA and to discuss what opportunities exist to facilitate health care initiatives given the constraints of ERISA preemption. The relevance of observations in introducing time dependence into quantum cosmology is discussed, some of the important features being illustrated by a simple example. Although the concept of time arises in a natural way even with a constant wave function, there are some conceptual difficulties in understanding how arguments which are familiar in classical cosmology translate to the quantum case.
